This paper explores the integration of artificial intelligence (AI) into higher education as a pathway to developing a comprehensive digital learning strategy within Libyan educational institutions. The study focuses on the perspectives of education experts at the University of Benghazi, aiming to assess their awareness of AI’s role in enhancing teaching and learning quality, identify the structural and organizational challenges that hinder its adoption, and explore future visions for building a national digital learning strategy based on AI. A descriptive-analytical approach, combined with exploratory methods, was employed through surveys and semi-structured interviews with selected experts. The study is expected to provide practical recommendations and policy insights that can assist decision-makers in leveraging AI for the advancement of university education in Libya.
