Total Quality Management and Its Relationship with the Innovation Environment at Benghazi Alhlea University

This study aimed to examine the relationship between Total Quality Management (TQM) and the development of an innovation environment at Benghazi Alhlea University. This was achieved by identifying the level of implementation of TQM dimensions — namely supportive leadership, employee empowerment, continuous improvement, and knowledge management — and measuring the availability of an innovation environment.
The study adopted a descriptive case-study methodology, using a questionnaire as the primary data collection tool. A comprehensive survey (census) was conducted of the study population of 140 cooperating faculty members at Benghazi Alhlea University; 103 questionnaires were distributed, of which 100 valid responses were retained for analysis, distributed across the university’s five colleges. Data were analyzed using SPSS version 26.
The results showed a high level of implementation of the Total Quality Management (TQM) system, with an average score of 3.64. Similarly, the availability of an innovation environment was also high, with an average score of 3.56. The results indicated a strong, statistically significant positive correlation between the dimensions of TQM and the innovation environment, with an overall correlation coefficient of 0.792. The knowledge management dimension showed the strongest association with the innovation environment, followed by supportive leadership, then continuous improvement, while employee empowerment ranked last.
The study concluded that developing an innovation environment is linked to the effective and integrated application of Total Quality Management (TQM) dimensions. It recommended supporting quality practices, enhancing knowledge management, activating leadership roles, and providing an organizational climate conducive to innovation.
